Essay

In this thesis, the inconsistency of Ukrainian cities’ infrastructure to the needs of people with limited mobility is determined, which is an important step for establishing harmonious and democratic relations between social groups of citizens. An analysis of the world's scientific and practical experience revealed the presence of three stages in the formation of accessible space that has developed and evolved historically. It was determined that the attraction of an approach based on the principles of universal design is possible in Ukraine only for the territories of new buildings. The formation of the methodological apparatus of the study provided the processing of a new approach, hypothetically defined as structural-functional. On this basis, a methodology of studying BUE in modern conditions and a conceptual apparatus on the topic of work was developed. The main factors influencing the urban planning formation of the BUE in the structure of the modern city are analyzed and identified. The basic principles of BUE formation are formulated as follows: the principle of differentiation, conformity, continuity, completeness, comfort and gradual expansion. The method of forming BUE and the model of PLM route with its main planning characteristics are developed.
