Gunenkova O. Provision of administrative municipal services in conditions of decentralization of power in Ukraine

In the dissertation (in the thesis/scientific research) there were proposed the solution of actual scientific issue on substantiation the conceptual statements and the development of practical recommendations on improving the processes of providing administrative municipal services in the conditions of decentralization of power in Ukraine. The essence of administrative municipal services and their main features were revealed. Also, their classification and the role in the local self-government bodies’ activities have been determined in the field of administrative services provision in Ukraine. The current situation of this system is analyzed as well as its structure and functions are described. The author also developed its classification and determined the connections with the external environment and interaction among its essential elements from the system approach standpoint. There was given the definition of processes and technologies for the administrative services provision from the process approach standpoint. It is noted that they are also a part of the investigated system, and determine the method and level of interaction among its elements. The types of such technologies and their influence on the organization of the processes of administrative services providing are outlined. It is substantiated that the processes of administrative services providing and their features are belong to the business processes, their analysis it is better to conduct based on process approach methods using. The author provided with the examples of analysis and typical business processes modeling of administrative municipal services, these processes prove increasing the level of delivering services to population based on the new and decentralized power in Ukraine, as well as based on institutional model of governance in village, township and municipal councils by using advanced technologies of providing such a services. . Also the author reviewed foreign practices examples in the field of services providing by public authorities at the municipal level, and developed the proposals for the implementation of certain progressive developments in the practical part of local self-government bodies activities in Ukraine. The analysis of work of the centers of administrative services providing in Ukraine has been done, and, the problems and their causes were revealed. . For this purpose there were used current existing methods, that identified the findings and shortcomings of the study (research) and proposed the ways (directions) for their optimization. There have been improved the methodical approaches to the analysis and optimization of the current processes of administrative municipal services providing based on combination of the methods of customer service survey, expert survey, observation and modeling of business processes into a single complex methodology with four stages of implementation. The author proposed complex methodology of analysis and improvement of the current processes of administrative municipal services providing. This methodology combines the method of survey the consumers of services, expert survey, observation and modeling of business processes for the providing with such a services. The key factors of decentralization of power in Ukraine that influence the processes of administrative municipal services providing are found. There was substantiated using the institute of starosta and the tool of inter-municipal cooperation for improving the processes of providing such services and to maximize service providing approach to consumers. There were outlined the prospects of development and ways of improving of these processes based on the new power created based on decentralization process, institutional model of governance in rural, settlement and city councils.
