Brui O. Balanced Scorecard in Strategic Management of Library

The thesis presents in a complex way the content and peculiarities of a balanced scorecard (BSC) implementation as the basis of continuous and cyclic strategic management business process in the process-oriented management system of library. The analysis of scientific works and other sources on the research topic has shown that socio-communication, system and process approaches to the library management, its various sub-systems and implementation aspects, in particular to strategic management are actively applied in the library science; a considerable amount of library research studies relate to the different aspects of theoretical and practical use of BSC and other special managerial strategic tools. However, until now, comprehensive research has not been carried out, in which the system of process-oriented library management would be presented in a holistic manner, and BSC as a base of continuous and cyclic strategic management business process would be seen. The special management tools for use in the strategic management of the library and its interconnection with BSC (scenario planning, benchmarking, SWOT, SNW and PEST analyzes, consumer segmentation, resource estimation, etc.) are analyzed in a complex way. Special management business tools, client range, library ecosystem and defining of the main product components for use in libraries are adapted. The development of the theory and practice of strategic management in foreign and Ukrainian libraries has been studied. The model of the BSC for application as a basis of library strategic management has been improved and adapted. The objectives and features of the BSC as the basis of the strategic management process in libraries are considered. The content of scientific and practical measures for the implementation of the strategic management process based on the BSC in libraries is determined.
