The thesis examines public administration in the field of fire safety in Ukraine. The aspects of its institutional development are considered and ways of its improvement are outlined.
For the first time, the model of public administration of the institutional development of the insurance business in the field of fire safety in Ukraine is proposed, which provides for the insurer to deduct 10% of the insurance premiums received (before taxation) for the following types of insurance: insurance against fire risks and risks of natural disasters; civil liability insurance of a nuclear installation operator for nuclear damage that may be caused by a nuclear incident; civil liability insurance of economic entities for damage that may be caused by fires and accidents at objects of high danger, including fire and explosive objects and objects, economic activity of which may lead to accidents of ecological and sanitary-epidemiological nature.
A paradigm of new approach to public management in the field of fire safety in Ukraine is proposed, which provides for the absence of 100 % control by the state on the state of fire safety of economic entities of various forms of ownership, due to the development of the system of economic motivation and tax incentives of the sub- objects of management to commit actions that increase the fire safety of these subjects and reduce the risk of fires and other emergencies on them.
Three methodological approaches to ensuring fire safety in the state are defined, namely: active, passive, neutral, which have the right to be, and in any case should not be opposed to each other, but on the contrary – should be organically combined into one, complement and overlap each other to achieve a common goal of public administration in the field of fire safety, prevention of fires, and loss of human lives, and incurring material losses.
The theoretical and methodological principles of public administration in the field of providing fire safety are considered, while it is noted that unity, which consists in the diversity of forms and methodological approaches in public management in this sphere - active, passive and neutralizing – will allow to effectively carry out public administration in the sphere, what is being studied.
The interaction of state institutions to ensure fire safety at the state level that existed during the Soviet Union is investigated. It is shown that the complex synergetic influence of these institutions led to a stable dynamics of annual reduction in the number of fires in the state.
