Essay

In the dissertation research the questions of development of theoretical and scientific-organizational principles of the use of information and communication technologies in the process of library and informational services are considered in order to meet the information needs of users in the conditions of changing the system of scientific communication, the formation of a new paradigm in the national-cultural development of Ukraine and in the context of electronic communication. The role of the library as an element is examined, which causes organizational-functional reorganization of the sphere of scientific communications and undergoes changes under its influence. The main factors determining the development of information needs are identified and substantiated. The impact of electronic communication on the development of information needs and the organization of library and information services led to the need for research and synthesis of the characteristics of Internet technology platforms, which became the basis for developing the concepts of the Library 1.0-4.0. The model of optimal providing of information needs of users with the account of modern scientific electronic communication is offered. The model has been tested on integrated science and information projects and electronic libraries: the electronic library "Ukrainka", the information portal "Science of Ukraine: Access to Knowledge", the main purpose of which is to provide integrated access to the knowledge base of the scientific achievements of Ukraine through the scientific and information resources of libraries.
