The dissertation is devoted to solving of the current problem of social competence formation of the future officers of the Civil Protection Service of Ukraine in the process of professional training. The research paper analyses scope of research done in this topic in pedagogical theory and practice, clarifies and systematizes basic concepts and notions of the research (competency, key competencies, integral competence, communicative competence, professional competence, social competence, social facilitation). Grounding on the results of the analysis of the interdependence of the varieties of socially and professionally important competencies, their interrelation with social competence and functional roles in determining the essence of the phenomenon under study, the basic concept of research has been specified. In the dissertation, the social competence of future officers of the Civil Protection Service of Ukraine is considered as an integrated personality formation which is dynamic in relation to the sociocultural context, which provides interaction of an individual with the surrounding social environment, defines their social role, social maturity and the nature of behavioural models for the effective implementation of personal and professional goals in society. It has been substantiated that the structure of social competence of future officers of the Civil Protection Service of Ukraine includes the following components: individual and psychological; communicative and activity-oriented; reflexive and behavioural. Assessment criteria for formation of each component (communicative and activity-oriented, cognitive and motivational, reflexive and psychological, professional and personal) and assessment indicators have been suggested. High, sufficient, average and low levels of social competence formation have been determined. The model of social competence formation of future officers of the Civil Protection Service of Ukraine, which unites the purpose, scientific approaches to vocational and pedagogical training, factors of formation and components of social competence, pedagogical conditions of its formation in future officers of the Civil Protection Service of Ukraine has been scientifically substantiated and implemented. Implementation of the model envisages enrichment of theoretical training content, the use of effective forms and methods of professional training of future officers of the Civil Protection Service of Ukraine, modernization of teaching and methodological materials, improvement of educational process management with the purpose of monitoring of social competence formation of future officers of the Civil Protection Service of Ukraine. The pedagogical conditions of social competence formation as a complex of measures that provide improvement of the content of training, application of the newest methods, purposeful formation of social competence of future officers of the Civil Protection Service of Ukraine have been substantiated. It has been proved that the introduction of a model and methodology for social competence formation is effective under certain organizational and pedagogical conditions: development of professional motivation of students to master the future profession; introduction of innovative pedagogical methodologies into the process of training of future officers of the Civil Protection Service; organization of educative work aimed at social competence formation of cadets. Quantitative and qualitative analysis of the results of experimental work, as well as application of methods of mathematical statistics confirmed the hypothesis, achievability of purpose, expediency of organizational and pedagogical conditions, models and methods of social competence formation in future officers of the Civil Protection Service of Ukraine in the process of professional training. A complex of educational and methodological materials has been developed for social competence formation of future officers of the Civil Protection Service of Ukraine, which includes methodological recommendations "Social Competence Formation of Future Officers of the Civil Protection Service of Ukraine in the Process of Professional Training"; programs of the scientific and methodical seminar "Social Competence of Officers of the Civil Protection Service of Ukraine as a Factor in the Development of Their Professionalism", activities of "Social success" club. Effectiveness and expediency of applying the developed and tested methodical recommendations to implement the methodology of social competence formation of future officers of the Civil Protection Service of Ukraine has been proved.
