Essay

The justification and experimental verification of the effectiveness of the pedagogical conditions of the development of communicative competence of border guard officer has been carried out in the process of professional skills upgrading. The communicative competence of the border guard officer is a integrated personality trait that involves motives and needs in a professional communication sphere, professional communication knowledge, skills, abilities and communication experience necessary to ensure the effectiveness of professional activities. The structure of the communicative competence of the border guard officer consists of three core components: motivational and personal; cognitive; operational. In accordance with the component composition of the communicative competence of border guards officers three main criteria for its development were defined: personal, operational and informative. To assess the level of communicative competence of border guard officers four levels of development of this personal phenomenon were highlighted: high, sufficient, medium and low. The increase of the level of communicative competence of border guards officers in the process of improving their skills upgrading is facilitated by a set of pedagogical conditions identified and justified in the study: selection and structuring of educational material in view of the goals for the development of components of communicative competence of border guards officers; the usage of interactive learning technologies and modern training skills in the educational process at the advanced training courses of the National Academy of the State Border Guard Service of Ukraine; the implementation of diagnostics of development of communicative competence and taking into consideration the influence of its results on the development of the personality of border guard officer. In order to ensure the effectiveness of the development of communicative competence and the implementation of certain pedagogical conditions, a structural and functional model of the development of communicative competence of border guard officers in the process of upgrading their skills containing targeted, informative, operational and methodical, evaluative and diagnostic blocks has been developed. The effectiveness of the structural and functional model and the proposed pedagogical conditions of the development of communicative competences of border guard officers in the process of upgrading their skills was confirmed by the formal experimentation. The results of the analysis of these results showed that the quantitative and qualitative changes that occurred in the experimental group based on the selected criteria and indicators for assessing the level of development of the communicative competence of the border guard officers showed positive dynamics. According to the results of the conducted research, methodological recommendations on the development of communicative competence of border guard officer in the process of professional skills upgrading were developed for the scientific and pedagogical staff. The conducted research does not cover all the aspects of the problem of development of communicative competence of border guard officers. The promising direction for further research should be considered as the following: determination of pedagogical conditions of development of communicative competence of officers masters of the State Border Guard Service of Ukraine; development of pedagogical technology for the formation of communicative competence of border guards officers while performing the study for the master’s degree.
