Kapshtyk O. Рublic Mechanisms of Strategic Communications in the Security and Defense Sector of Ukraine

In the dissertation research, for the first time a theoretical generalization and the actual task for the scientific and theoretical substantiation of the public mechanisms of strategic communications in the security and defense sector of Ukraine have been made, their current status has been analyzed, and the scientific and practical recommendations for state and military authorities to improve the efficiency of strategic communications utilization in the security and defense sector have been developed. The problem issues of the public mechanisms of strategic communications in the security and defense sector of Ukraine were identified, in particular, the imperfection of the legislative and regulatory framework for the implementation of strategic communications in the field of security and defense of Ukraine; the presence of unskilled personnel in the state authorities of Ukraine involved in the implementation of tasks in the field of crisis and strategic communications; low efficiency of interagency interaction system and its dependence on interpersonal contacts; lack of qualitative analysis of information space and impact assessment on issues of national security in the information sphere; low effectiveness of the state and military authorities responsible for the implementation of strategic communications in the security and defense sector of Ukraine; lack of documents regulating communicative activities of the state; lack of effective democratic civilian control over the activities of the security and defense sector of Ukraine; insufficient level of development of international cooperation in the field of strategic communications, etc. The foreign experience of using strategic communications in the security and defense sector in the context of its use in Ukraine is analyzed and summarized, which makes it possible to assert that strategic communications of the EU, NATO and the UN are an effective and modern tool in the global information space, which allows to actively use the information – communication technologies in order to develop a clear information policy of these organizations. The priority directions are proposed and ways of improving the public mechanisms of strategic communications in the security and defense sector of Ukraine are defined. In particular, the priority directions include the development of strategic communications in the field of security and defense of Ukraine; improvement of the legislative and regulatory support for the development of strategic communications in the security and defense sector of Ukraine, taking into account new threats to the national security of Ukraine in the information sphere; development of international cooperation on strategic communications in the military sphere. The organizational-legal, political-diplomatic and informational-communicative ways of improvement of public mechanisms of strategic communications in the security and defense sector of Ukraine are determined. The author's draft Regulations on the Interdepartmental Commission on the Development of State Mechanisms of Strategic Communications in the Security and Defense Sector of Ukraine. On the basis of the higher military educational institution of Ukraine, it is proposed to create a training center for strategic communications.
