Essay

Object of research: public management in the field of ensuring information security. Purpose: to determine the scientific and theoretical foundations of the formation of institutional mechanisms of public administration in the conditions of information-hybrid wars and to develop practical recommendations for the improvement of such mechanisms in Ukraine. Methods: logical generalization, synthesis and abstraction, system analysis, comparison, sampling and description, induction and deduction, grouping and forecasting. Results: the scientific and theoretical foundations of the formation of institutional mechanisms of public administration in the conditions of information-hybrid wars and the development of practical recommendations for the improvement of such mechanisms in Ukraine were determined. Novelty: ways of developing the institutional system of public administration of Ukraine in the conditions of information-hybrid war are proposed; improved: identification of the main danger of information-hybrid warfare as a potential opportunity for targeted information influence; risk-oriented approaches to ensuring the development of the institutional system of public administration of Ukraine in the conditions of information-hybrid war, conceptual principles for forecasting information-hybrid wars in the context of the development of institutional mechanisms of public administration in the post-Soviet and domestic space; received further development: definition of asymmetry as a fundamental property of information-hybrid wars; structuring of institutional mechanisms of public administration of Ukraine in the conditions of information-hybrid war, determination of risks of functioning of institutional mechanisms of public administration of Ukraine in conditions of information-hybrid war, classification of tools for dysfunctionalization of institutional mechanisms of public administration in conditions of information-hybrid war. Implemented in the activity: Office of the Security Service of Ukraine in Kharkiv Region, Cherkasy District Council, National University of Civil Defense of Ukraine.
