Essay

On the basis of the involvement and comprehensive analysis of a wide range of sources, scientific literature, statistical, informational and analytical materials, the author of the thesis performed a coherent and comprehensive study of the modern framework of Germany's "soft power" in the region of Central Asia. The researcher set out to formulate the main parameters and qualities of "soft power" as a conceptual and institutionalized part of the modern foreign policy of the Federal Republic of Germany in the region of Central Asia. The conducted research generally allowed the defender of the thesis to achieve the following results: 1) outline the key foreign policy interests and goals of the Federal Republic of Germany in the region of Central Asia; 2) study German concepts and approaches in interpreting the "soft power" of the state on the international scene; 3) understand the place of "soft power" in the modern foreign policy and diplomatic practice of the Federal Republic of Germany; 4) analyze the role of the main structures involved in practical implementation of the "soft power" of the Federal Republic of Germany in the region of Central Asia; 5) examine the peculiarities of the sectoral dimension of "soft power" of the Federal Republic of Germany in the region of Central Asia; 6) characterize modern tools for implementing "soft power" of the Federal Republic of Germany in the region of Central Asia; 7) establish general results and consequences of the use of "soft power" levers in the implementation of the modern regional policy of the Federal Republic of Germany, particularly in the region of Central Asia. The main points that determine the scientific novelty and will be brought in during the defense are the following: For the first time in the field of international relations, the political research of the current foreign policy of the Federal Republic of Germany in the region of Central Asia was carried out through the prism of the practical application of the mechanisms and tools of soft power by the state; the existing connection between the actual German interpretation of the concept of "soft power" and the concept of "effective governance" is shown; it is proved that the "soft power" of the Federal Republic of Germany in the region of Central Asia is aimed at ensuring and implementation of sustainable development of its states. Deepening knowledge about the modern policy of the Federal Republic of Germany in the region of Central Asia and the peculiarities of bilateral relations with individual states of the region (as a combination of efforts to neutralize non-traditional security threats, while simultaneously spreading German principles, norms and standards of government); general knowledge and scientific assertions about the concept of "soft power", especially its use in the foreign policy of the state (drawing on the example of purely German political science concepts and political and economic doctrines) at the present stage; knowledge about the nature and features of the Federal Republic of Germany's technical cooperation with the countries of Central Asia (in such areas as healthcare, environmental protection, energy use and agriculture). Further development of the provisions on the use of the principles of multilateralism and multilateral institutions (in particular, the potential of regional and global international organizations - the EU, OECD and ILO) in the modern foreign policy of Germany; statement about industry / sectoral approach, as well as practical methods of implementing the concept of "soft power" in the Federal Republic of Germany in its own foreign policy (through the use of a set of diplomatic, administrative, economic, scientific and technological tools); statement about the role of the German non-governmental structures that provide the framework of the external "soft power" of the Federal Republic of Germany, particularly in the region of Central Asia (namely the activities of German political and corporate funds); provisions on the German foreign policy approach to the problem of ensuring human rights in developing countries (where German diplomacy and technocracy are oriented mainly on ensuring socio-economic, not political rights of citizens).
