Rachynska O. Mechanisms for implementing of communicative interaction in the public administration sphere

The dissertation solves the actual scientific task, which consists in theoretical and practical substantiation of the peculiarities of application of mechanisms for the implementation of communicative interaction in the public administration sphere of Ukraine and the development of practical recommendations for authorities on improving their activities in this area. The formation of a mechanism of communicative interaction as a consistent implementation of a complex of legal and organizational actions based on fundamental principles, target orientation and the use of appropriate management methods aimed at satisfying the information and communication needs of the population and the organization of the activities of the authorities was substantiated. Four main elements can be distinguished in the structure of the mechanism of communicative interaction: mechanism of legal regulation, mechanism of organizational support, mechanism of resource support, mechanism of information provision. Proposals to include the following steps that need to be taken into account when implementing mechanisms of communicative interaction to the process of public opinion forming were made. Modern methods of obtaining voluntary feedback from citizens, which should be used in the context of realization of communication mechanisms in the public administration sphere, were suggested, in particular mailboxes, electronic queries, frequently asked questions (FAQ). In order to intensify the development of the communicative partnership, the development of political networks and the transition to new principles of the implementation of public administration, the authorities in Ukraine are recommended to pay attention to the following aspects in their activities: ensuring openness and transparency of activities; development and promotion of innovative mechanisms in the process of interaction with citizens and their public organizations; application in their work of modern methods of research of political and socio-economic processes, accounting and monitoring of interests of different groups and segments of the population; increase of the responsibility of the authorities to the society on the basis of implementation of various forms of cross-sectoral social partnership, such as “government – business – public organizations”, “government – public organizations” for solving socially significant problems; ensuring a high level of mutual trust, social cohesion, integration and consolidation.
