Shostak S. Mechanisms of public administration of investment projects implemented with funds from international financial institutions.

The thesis provides theoretic grounds of conceptual bases for formation and functioning of public administration mechanisms for investment projects being fulfilled in Ukraine with IFI’s funds and gives scholarly and practical recommendations for improving legal and organizational public administration mechanisms and a matrix approach to public administration of such projects. The work researches problems of managing the projects held jointly with the IFIs in terms of public administration, discovers the essence and determines key features of legal, organizational, human resources, informational, financial, scholarly, and educational public administration mechanisms. An author's definition is suggested for the concept of «mechanism of public administration of investment projects held jointly with international financial institutions». The paper studies the current legal and organizational public administration mechanisms and identifies the stakeholders’ functions at each stage of project implementation, analyzes the state of realizing the IFI projects in Ukraine and determines difficult issues at each stage. The thesis reasons a conceptual approach to improving the legal mechanism of public administration of investment projects held together with IFIs through developing and adopting a complex regulatory acts package for long-, mid-, and short-term periods. The author suggests improving the organizational public administration mechanism with setting up a Project Management Center and developing an online platform (electronic system) with open projects data. The study models a matrix approach to public administration of the investment projects fulfilled jointly with IFIs by the project implementation stages using public administration mechanisms in order to take reasonable decisions and mitigate the risks of applying them. Results of the thesis research are confirmed by introducing the scholarly achievements in the operation of various governmental and non-governmental institutions when: preparing draft regulatory acts to improve international cooperation and enhancing effectiveness of fulfilling projects together with IFIs; adopting the matrix and portfolio approaches in investment project management; spreading the information online about the state of project implementation, etc. Keywords: project, investment project, project management, international financial institutions, public administration, mechanisms of public administration.
