In this thesis the author presents peculiarities of formation of the system of public administration in higher education at the present stage of development of countries and societies. The emphasis is placed on the fact that higher education and its public administration are provided in the context of globalization, integration and information processes, while other models of such management are naturally formed. The paper is grounded on the establishment of a society based on scientific achievements, knowledge and new information technologies. It is emphasized that higher education becomes more and more targeted, meeting the needs of market systems of management, personal development and a society of qualitatively new conditions. It reveals specificity and peculiarities of the new state policy in the sphere of higher education, showing it as one of the most important social priority, the basis of personal development, self-improvement and self-realization. The paper develops the concept of basic principles, world and national models of state administration of higher education, theoretical and practical background, highlighting common and individual aspects of such models. The emphasis is placed on the fact that most national models of public administration in higher education are characterized by decentralization, democratization, autonomy, which are considered to be the main factors of improving management of higher education at the level of individual institutions of higher education. The necessity to form a new state-public innovation system of public administration in the sphere of higher education in modern Ukraine is analysed in details. The main emphasis is made on political, legal, organizational and managerial, technological and innovative components. The author suggests a multi-level management model, which presupposes cooperation in the production of state policies (students, academic self-governments, business structures, public and state become equally responsible for the management of higher education, have regular interaction and partnership in this field).
