In the dissertation the theoretical and methodological principles of social partnership in the sphere of social protection of participants of the antiterrorist operation are substantiated and practical recommendations for improvement of procedures and technologies of its realization in modern conditions of social development are substantiated. The author's approach to social partnership is proposed as a mechanism aimed at reducing tensions in relations between different social groups and on the political consolidation of the authorities at all levels and local authorities. The role of social partnership in the process of implementation of social protection of participants of the ATO (OSO), which is a communicative measure, envisages a constant dialogue between the subjects of relations in the field of labor, negotiation, contractual processes of harmonization of interests through its structural components, such as social dialogue, social cohesion and social entrepreneurship
The system of state and public institutions and their functions in the sphere of social protection of the participants of the ATO (OSO) is characterized, which ensures high-quality and full implementation of the social rights of participants of the ATO (OSO) by involving the maximum number of social partners in this process. It was established that the basis of social partnership should be the consolidation of joint efforts of state authorities, employment services, enterprises, institutions and organizations with the aim of adapting to the labor market, integration into local communities, solving the issues of employment of ATO (OSO) participants.
The role of social partnership actors has been identified, which allowed to substantiate the thesis that ensuring the labor rights of participants of the ATO (OSO) on the basis of the social partnership is mutually beneficial for all parties: the unemployed participants ATO (OSO) have the opportunity to work, and employers are able to rely on privileges, defined and guaranteed by the state, as a result of which the latter also benefits from this partnership. The definition of social partnership, aimed at reaching consensus between different parties of social dialogue, is proposed. Mechanisms for cooperation between public services and community and volunteer organizations have been developed, resulting in the development of more effective tools for solving current problems in the area of protecting social rights of ATO (OSO) participants.
The main directions, which require priority legal regulation, are specified, in order to streamline the provision of ATO members and their families with material assistance and pensions, provision of psychological support, sanatorium treatment, housing, labor rights, etc.; the regulation of these issues requires the introduction of amendments to the existing legislation, as well as the development and publication of new legal acts - laws, decrees of the President of Ukraine, decisions of the Cabinet of Ministers of Ukraine, etc.
