In the dissertation work the actual scientific task, which is based on theoretical and practical substantiation of the peculiarities of the use of public-private partnership mechanisms in the sphere of public health of Ukraine, and the development of practical recommendations for improving the activity of the authorities in this area, is solved. The results obtained in the course of the research confirm the achievement of the set goal and the decision of tasks, give grounds to formulate such conclusions and practical recommendations.
Improved identification of public-private partnership in the health sector, which should be understood as the organizational and economic structure on mutually beneficial conditions for the state system and entrepreneurs, business structures and subjects of the private sphere of medicine, which is created on the basis of legislation and legal agreements , normative-legal acts, in the implementation of social and medical programs. Such processes will combine public and private resources that will increase the efficiency of the use of potential, allocate and minimize any risk in the field of state-business partnerships, and introduce innovative tools within the healthcare system.
The existence of basic conditions in Ukraine for using different forms of implementation of PPP projects and how, the result was found that one of the most appropriate forms of implementation of public-private partnership projects is concession, and in the second place – management.
It is proposed to create an institution under the Cabinet of Ministers of Ukraine to implement the PPP, which will be able to document health care projects. Within the framework of PFI, a consortium is formed between the state and the private sector, which is expressed in the creation of a Special Purpose Vehicle (SPV). SPV includes private sector investors, including construction companies, service providers and credit organizations. The financing of the consortium is aimed at the construction of the facility and maintenance during the life cycle of the contract. Also, a roadmap is being developed, which reflects the purpose and means of its implementation within the framework of the consortium.
The main objectives of the implementation of the new concept of public-private partnership PFI / PF2, which is intended to solve a number of the most urgent tasks of the development of the infrastructure of Ukraine, are as follows: to provide reduction of costs at all stages of project implementation, to accelerate and cheapen public procurement, to expand access to sources of financing, improve the transparency of private operators, balance their risk and reward, and increase the flexibility of contractual conditions.
