Essay

The thesis is concerned with the deepening of theoretical and methodological principles of research of global institutionalization of the international trade system within the WTO and formulization of scientific and practical recommendations for the development of the national institutional framework in the context of Ukraine's membership in the WTO. The dissertation systematizes approaches to determining the nature of the WTO through its dual nature, in order to improve the interpretation of the conjunction of concepts of ‘institution’ and ‘organization’ and to provide the author’s clarification of the concept of ‘global institutionalization’. The stages of global institutionalization in the context of international trade have been analyzed by identifying the four stages of the creation of the modern WTO multilateral trade system. This made it possible to systematize the main developments and ways of completing the Doha Round and the transition to a new stage of global institutionalization. The influence of the approximation of the institutional factors of Ukraine to the EU level as an ‘external anchor’ on the country's foreign trade was evaluated on the basis of gravity modeling and the inconsistency of formal ‘rules of the game’ with the informal ‘types of behavior’ widespread in society was confirmed. The entry obligations, which may have legally binding force (‘WTO-plus’, ‘WTO-minus’ conditions) or not have it (‘WTO-neutral’ conditions) are classified based on their relationship with the WTO Basis through the corresponding algorithm; an approach to assessing the location of the RTU, taking into account the implementation of the Transparency Mechanism and their maturity level; approach to defining the WTO dispute settlement mechanism and its milestones. This allows us to find out the qualitative impact of the WTO accession process on the development of the international trade system, taking into account the current changes in the WTO system. Priority directions of development of the institutional environment of the foreign trade sector of Ukraine in the context of WTO membership and association with the EU are identified, as well as problems and prospects of tariff and non-tariff regulation and creation of an Export-Credit Agency in Ukraine, designed to facilitate the transformation of the ‘rules of the game’, built on EU standards , the ‘types of behavior’, accepted in society.
