Essay

The thesis is devoted to solving actual scientific problem concerning the study and development of regional models to improve the quality of ophthalmic patient care as exemplified by diabetic retinopathy, the implementation of which at the regional level has proven its medical, social and economic efficiency. According to the findings of the research, the effectiveness and appropriateness of screening programs can be confirmed, in particular, the necessity of a screening program for determining the level of glycated haemoglobin HbA1c among the population of the Volyn region was proved. The peculiarity of the construction of the regional model was its formation with three basic components: using its existing elements ( primary health care centres, GPs, ‘Single Register of Diabetes Patients’ database, a specialized private ophthalmological Centre,); existing, but partly changed, due to functional optimization of their elements: interaction of the health care establishments with different types of medical care according to the improved clinical route; clinical and scientific basis for a system of continuous postgraduate education of health care workers who provide medical care to patients with DM, primarily - GPs and family doctors, ophthalmologists, endocrinologists / diabetologists; and the additional introduction and implementation of the new components we developed ( cluster, educational-didactic, electronic medical standardization, innovative, relevant terminology, staffing, quality management system), the interaction of which offers the proposed model qualitatively new properties, which will contribute to the realization of the aim – the improvement of the quality of ophthalmic care.
