The thesis analyzes the background of formation of the information environment in the postal service industry of Ukraine under the influence of the global processes of the development of the information society. Using the introduction of modern information technologies as an example, the features of transformations and innovative activities of the postal industry of Ukraine are determined.
The basic directions of development are considered, which contributed to cardinal changes at the state level, significantly influenced the postal communications industry in Ukraine. We study the main components that most effectively contributed to the development of informatization, modernization of the entire postal infrastructure based on the use of modern information technologies, which give a significant impetus to changes in management, the introduction of integrated management systems, automation of all stages and objects of postal communications.
Institutional and organizational changes are closely related to the search and implementation of various innovations, first of all, information technologies, improvement of operational infrastructure, optimization of the postal network, modernization of their technical equipment.
The services that the post office network provides to the state and the private sector, their prospects, opportunities for new forms of interaction with people, implementation of administrative and business programs in many areas are determined. Much attention is paid to postal reforms and their results, and features of differences in postal business from other sectors of transport and services are provided. Basically it is about mail, as a strategic highly specialized form of logistics with specific features.
Significant changes that have taken place in the structure of services are considered. Due to globalization processes and rapid technological advances in communications over the last twenty years, the demand and supply in the global postal services market has undergone significant changes, in particular a gradual decrease in demand for certain types of services and a simultaneous increase in others. As a matter of fact, the volume of paper communication is significantly decreasing, while electronic communication is on the contrary increasing. Technology innovations, on the other hand, make online services convenient. Therefore, it is extremely urgent to create an effective and efficient legal framework capable of providing legal activity in this field, taking into account the interests of the state, postal operators and consumers of services.
Special attention is paid to the evolution of the development and revitalization of the postal industry in terms of implementing information technologies, postal reforms and their results, the current situation in the development of the industry, the nature, content and procedures for the provision of postal services, legal mechanisms and their implementation, priority programs.
