Smokova H. Formation and factors of implementation of the state youth policy of Ukraine in the period 2014-2018

Dissertation work is devoted to establishment of theoretical and methodological aspects of formation and realization of the state youth policy Ukraine. In a research it is opened a subject of scientific research which is based on the theory of information society and neoinstitutional approaches. It is noted what in a consequence of the social characteristics young people is that part of society in most of which quicker there is an accumulation and realization of negative protest potential. With it is established that a necessary component of youth policy is the state youth policy, which can be considered as activity of the state, its institutes which are directed to realization of potential of youth. It is characterized by existence of legislatively fixed ideas concerning a role and the place of youth in forward development of society. The subject of state youth policy is the state and its special bodies which activity to a greater or lesser extent with development of the person is sub. The phenomenon of "innovative activity" of youth which is made out in the state youth policy, and subsequently in standard and legal practice. It is revealed that the state youth policy has certain models of the development which differ to internal logic of the formation: an universal (the Scandinavian countries), public (Great Britain), a protectoral (the Central European countries), Centralized (the countries of the Mediterranean "I). Statistical data of researches of the international organizations, in particular Freedom House concerning democratization of the countries of transitional type ("Nations in Transit 2018"). The main complex of a regulatory framework of formation of the state youth policy which laid the foundation for the main documents regulating process of formation and realization of the state youth policy is defined and divide on five main periods: The first (1991-1996), The Second (1996-2004), The Third (2005-2009),The Fourth (2010-2014), The Fifth (2015-2018). It is proved that in the conditions of weakness of political institutes owing to transformational processes the youth loses trust to them and finds for itself an alternative where can feel it is protected and is happy at the same time - it is virtual space. The following mechanisms of construction of youth policy in information society of the present which differ in innovation are installed: Orientation to knowledge; The Digital form of representation about "maintaining; Virtualization of interaction in information society; integration to the global world and network interaction of actors / objects / subjects; Special speech of a cyberspace; Dynamism, global scales, existence of contradictions. It is defined "institutional diversification" of modern Ukrainian society what opens opportunities for innovative activity, which depends on efficiency of institutes of socialization.
