Thesis for a Candidate of Science Degree in Public Administration, specialty 25.00.05 – Public Administration in the field of public security and public order. – Ukrainian State Employment Service Training Institute. Kyiv, 2019. In the thesis the theoretical generalization and new solution of the current scientific problem in the field of science «Public administration» was carried out, which is to substantiate methodological approaches and practical proposals for the further establishment and functioning of the system of democratic civilian control over the security and defense sector in the context of Euro-Atlantic integration. The conceptual and terminological apparatus of science «Public Administration» was clarified according to the topic of the research and the improved democratic civilian control over the security and defense sector in Ukraine was proposed. The peculiarities of the process of formation of the democratic civilian control over security and defense sector of the end of the XX – beginning of the XXI centuries were revealed that are characterized by synchronization with the evolution of the political system. The scientific understanding of the content of the North American (Democratic-Presidential), European (Democratic-Parliamentary), post-Soviet (anachronistic posttotalitarian with elements of authoritarianism) models of realization of the democratic civilian control over the security and defense sector was proposed, taking into account the different role and correlation of the President's influence; political weight and influence of parliamentary control; elaboration and effectiveness of mechanisms for implementation of democratic civilian control etc. The features of genesis of formation and development of mechanisms of realization of democratic civilian control in Ukraine, including the constructive aspect and the destructive aspect, are determined. The theoretical and legal bases of formation and realization of democratic civilian control over the security and defense sector in the conditions of Euro-Atlantic integration, based on the current legislation of Ukraine and observance of the principles: rule of law; respect for citizens' rights and freedoms; publicity; transparency of the key directions of the security and defense sector spending; validity; permanence; responsibility; purposefulness; adherence to the foundations of consolidation of Ukrainian society and European integration of the state; patriotism and determination of national interests; compliance with corporate ethics; confidentiality; efficiency and continuous control in the security and defense sector. The ways of improvement of mechanisms of development and increase of efficiency of activity of the system of democratic civilian control over the security and defense sector in the modern Ukraine and its implementation were proposed in accordance with European principles and further improvement of the legislation concerning national security through its normalization with the real state of the security environment (especially in view of the Russian crisis and other aggressions) situations that threaten Ukraine's national security); Improvement of the system of planning, coordination and control of democratic civilian control with the feedback from impartial control of management parameters; introduction of scientifically grounded criteria and methods of evaluating the results of functioning of all structures into the practice of the security and defense sector; improving the efficiency of the parliamentary component of the security and defense sector; deepening public dialogue concerning strategic defense policy issues with feedback from civil society structures; elaboration and implementation of modern mechanisms of involvement of independent think tanks, individual experts, mass media in the formation of the state defense policy and the security and defense sector.
