Essay

The thesis substantiates theoretical and methodological foundations and documentary sources of the study. Theoretical aspects and methodological tools for the study of the impact of migration on international relations are presented. The framework of categories and concepts of the study was clarified, in particular the author's definition of the terms “migration” and “migration policy” was given. The features of formation of the common EU migration policy are determined, the research state of the problems of migration trends at the present stage and the source base of the thesis are characterized. The paper analyzes the current state of migration policy of the European Union towards the countries of the Middle East. The peculiarities of the migration trends of refugees from the Middle East to the EU, the reasons for their occurrence are assessed. International cooperation in the field of labor migration related to solving the problem of illegal migrants in the EU is studied. Migration flows from the Middle East to the EU, observed in recent years, have become uncontrolled. In this context, the leadership of European countries should direct their efforts on the study of the problem of illegal migration in the context of the need to strengthen controls at the borders of European countries, especially those located in the south of Europe and in close proximity to countries of Africa, the Middle East. It is also necessary to investigate in more detail the issues of labor migration, under the auspices of which schemes of moving illegal immigrants to highly developed European countries can often be implemented. The EU co-operation with countries of the Union for the Mediterranean on Migration is investigated and the main stages of its development are identified. The development of cooperation between the European Union and countries of the Union for the Mediterranean countries is analyzed. Directions of interaction of the parties in the issue of protection of the EU southern borders and solving the problems of illegal migration are substantiated. Taking into account the peculiarities of development of cooperation between the countries of the Union for the Mediterranean, the European Union, the main directions of further cooperation in the field of migration problems are considered. It goes about: implementation of programs of civilized approaching of the Mediterranean and European countries in the direction of addressing common problems, including migration; joint analysis of current migration problems and finding ways to address them; democratization of modern society by reducing illegal migrants’ flows; implementation of principles of four freedoms: free movement of goods, services, people and capital, which will enable development of civilized market relations and progressive development of participating countries. In order to improve border protection, to settle the situation in the field of illegal migration within the European Union, it is necessary to develop directions for a single EU foreign security policy. The migration issues in the EU relations with countries of the Eastern Partnership countries are assessed. The historiography of the development of the Eastern Partnership and the development of the EU cooperation with countries of the Eastern Partnership are presented. The current state of interaction between the EU and countries of the Eastern Partnership countries is presented. The problems are considered, the prospects of cooperation between Ukraine and the EU in the field of migration in the context of implementation by Ukraine of the European integration policy are substantiated. The migration issue is one of the key issues in the process of developing new areas of cooperation between the EU and the Eastern Partnership countries. In order to settle migration movements of citizens to EU countries and prevent their territory from being used as transit for illegal migrants from other countries, the Eastern Partnership members should strengthen the processes of democratization of society and improvement of legal framework in the field of migration policy. Improving the situation of illegal migrants will also be facilitated by improvement of socio-economic development in the post-Soviet countries and continuation of progressive reforms. Ukraine's cooperation with the EU in the field of migration is implemented in the context of its prospects of joining the European Community. In the direction of Ukraine-EU interaction at the state level, a successful migration policy should be put in place that would guarantee protection of migrants' rights, minimize adverse effects of migration and ensure well-ordered and legal migration movements of citizens. Such policy should help to improve the well-being of the population in order to minimize the outflow of Ukrainian citizens abroad, and be implemented through a complex of legal, organizational, institutional, economic and informational components of it.
