Essay

The need for development of the land plots reallocation methodology based on the optimization and heuristic approximation approaches has been substantiated in the thesis paper. The main approaches to land consolidation in European countries in accordance to the FAO classification by aims, duration, realization preconditions and results have been analyzed. The land plots reallocation optimization model aiming at the existing land tenure and land ownership improvement in Ukraine has been developed based on the improvement of land plots exchange approaches. A system of land plots peer exchange aspects at the existing agricultural land tenure and land ownership improvement, which as opposed to the existing methods take into consideration the spatial and technological and placement characteristics has been suggested. The algorithm of land plots reallocation at the existing agricultural land ownership and land tenure improvement has been developed. Demands to the land plots peerness in compliance with the suggested aspects as alternative to multifactor reallocation models and the acceptable land plot value loss range as the result of the reallocation have been suggested. The methodology for defining the area of peer land plots with the help of the successive iterations method has been suggested. The economic effectiveness of the improvement of land tenure in Kyiv Region using the proposed methods has been substantiated.
