The dissertation deals with the procedural guidance of pre-trial investigation of criminal offences against the environment in a comprehensive manner. It dwells on historical aspects of development and formation of procedural guidance of pre-trial investigation of criminal offences against the environment. The essence and specifics of the prosecutor and his role in procedural guidance of pre-trial investigation of criminal offences against the environment are outlined. The experience of foreign countries on the implementation of pre-trial investigation of criminal offences against the environment and the prosecutor’s role are analyzed. The conceptual foundations of the prosecutor’s activities at the initial stage of pre-trial investigation in conducting investigative (inquiry) actions, notification to the person about suspicion and at the stage of completion of pre-trial investigation in criminal offences against environment are defined. Procedural order for the implementation by prosecutor of his powers to ensure compensation for the damage inflicted by criminal offences against the environment were determined.
