Essay

The work devoted to the important problems of implementing the reform of the public administration system, outlining the stages of reforming modern Ukrainian society, identifying ways to effectively and efficiently reform the public administration system. The dissertation developed a theoretical model for conducting an effective and efficient political and administrative reform of the public administration system, which consists of the following elements: adoption of the Concept of political and administrative reform of the public administration system; the formation and implementation of the Reform Agency of Ukraine; the implementation by the Ukrainian Reform Agency of an audit of previous reforms since 1996; development of the Roadmap for Political and Administrative Reform; optimization of state authorities in accordance with the re-engineering of processes; formation of the innovative structure of the public service system and adoption of the Law of Ukraine “On Public Service”; forming a system for evaluating the stages of political and administrative reform; correction of the Concept of political and administrative reform of the public administration system. The author has improved the conceptual and categorical apparatus of public administration through the introduction into scientific circulation of the concept of "political and administrative reform", as it is a system of mechanisms of public administration aimed at optimizing the system of public authorities and their rational distribution; optimization of the number of civil servants and employees of local self-government bodies; creating a system of providing efficient administrative services to the population of the country; development of local self-government system; ensuring the welfare of the population of the country. At the same time, a change is a movement from an existing stable state of an object, a phenomenon, etc. to its new, more progressive state, which occurs over a period of time; modernization is the improvement, improvement, transformation or updating of certain (certain) elements of a socio-economic, political, legal, financial or other system that occurs in the process of transformation of this system; transformations can take place not only significant changes, but also the genesis of a new system, new relationships or phenomena; reform differs from transformation by its focus and in that it is aimed at achieving the goal; Public administration reform is a set of mechanisms, tools and methods aimed at shaping an innovative model of public administration, which contributes to improving the well-being of the population, bringing administrative services closer to consumers, improving the socio-economic situation of the population, optimizing and rationalizing the use of budget funds.
