Essay

The modern scientific approaches to investigation of the new model of the global economy are analyzed, with substantiating the essence of the creative imperative formed on the basis of the priority development of human capital in the process of internationalization, informatization, networking and introduction of industry 4.0, which determines the all-encompassing creativity of the economy, including the “routine” activities, and leads to a dynamic reconfiguration of the global economy in the process of creative individualization of society in the direction of heterogeneously hierarchical social constructs “North-South” and “South-South”; the genesis of the creative imperative is determined. The evolution of the creative economy paradigm and the model of creative economy in the research methodology are investigated. The dynamic disposition of the creative sector in the global economy is analyzed, the creative determinants of the regional reconfiguration of the global economy are singled out, the operation specifics of local models of creative development in the reconfiguration of the modern global economy (creative clusters, creative cities and metropolises) are determined. A model assessment of the impact of creativization on the reconfiguration of the global economy has been made, trends and potential of reconfiguration of national economic development under the influence of creativity have been identified. The mechanisms of increasing the capacity of the national creative sector with differentiation depending on the level of development of the country are substantiated: 1) for the developed countries – creative forms of support of innovative activity, redistribution of resources between cultural centers within the urbanized territories, financing of creative infrastructure, creation of channels of commercialization of creative; creation of platforms for interaction of cultural-artistic, creative-information enterprises with other market participants: trade associations, organizations providing services to artists; suppliers of equipment and services for the creative industries; cultural and artistic non-profit charitable foundations, educational institutions, government bodies for creative development at the state and local level, agencies for economic development and workforce development; 2) for developing countries – activation of innovative activity and development on the modern basis of the intellectual property market; change of cultural management models; establishing relationships between commercial, non-profit, individual and corporate creative enterprises development of human capital by training specialists in cultural, creative professions; creating the conditions for forming a creative community; development of creative (including cultural) hubs and clusters; 3) for the least developed countries - increasing the level of digitalization of the economy as a whole and the creative sector, in particular, sustainable development of cultural heritage. The directions of increasing the competitiveness of Ukraine's creative economy and improving the institutional and regulatory mechanisms for enhancing the international competitiveness of Ukraine's creative sector based on the specific reasons for its backwardness and prospects in accordance with the main European priorities in the field of cultural well-being, environmental policies, and creative professionals and European content, gender equality, international cultural communication) through the introduction of a platform for ongoing dialogue between creative businesses, public authorities and civil society; promotion of economic activities related to the creative industries in Ukraine; purposeful clustering of creative activities using public-private partnerships (including for the purpose of rehabilitation of depressed territories); forming national and joining international creative networks; development of forms of creative business on the basis of competitive financing; support for the export of creative goods and services; ensuring the proper protection and preservation of cultural objects; dissemination of modern creative educational technologies at all levels of education (preschool, elementary, secondary, higher, additional, professional); reforming the management and protection of intellectual property rights.
