The dissertation presents theoretical generalization and a new solution to the scientific problem of substantiation of the possibilities of using the modern European experience in forming the potential of effective interaction of state and civil society in Ukraine. In particular, it is determined that civil society and the state are two inseparable parts of one phenomenon - modern society, which can not exist without one. They complement each other as free equal partners. If the rule of law is a form of organization of civil society, then it is a condition for the development and improvement of the rule of law. However, it is the state itself that should be the guarantor of civil society, which has the right to demand protection of life, health of the person, the quality of the environment, security, and observance of the law; is obliged to carry out, first of all, social programs in such a way as to prevent the split of society or the transformation of existing contradictions in it into conflicts. Instead, in the process of forming a civil society a modern state is formed. This process is not only completed in Ukraine, but even in the leading countries of Western Europe.
It has been proved that the creation of an effective and efficient public administration system capable of providing socio-economic requirements for a democratic society is one of the main problems of our time. The effectiveness of the state mechanism is impossible without the maximum functionality of each of its components. The coordination work of the public administration system is based on the harmonious interaction of state power and civil society. Creating a civil society means democratizing the government through active and equal participation of all citizens and organizations at a specific regional and national level.
It was diagnosed that the mechanism of interaction between civil society and the state in different countries of the world is very diverse. But the obligatory components of it can be considered the presence of: democratic legislation, separation of powers, the activities of the legal opposition, public-political pluralism. As an example of European practice, we can conclude that the best opportunities for the formation of interaction between the state and civil society are present in the countries of democratic regimes.
It is proved that the involvement of the civil society potential in the formulation and implementation of the state policy of Ukraine should be in the context of a European dimension, which will avoid many mistakes, as well as identify the optimal ways of development. However, not all methods can be adapted to the realities of Ukraine for a variety of reasons, including a high level of bureaucracy, and sometimes the inability of the authorities to make important decisions for the country. This process is also complicated by significant corruption, compared to European countries, differences in legislation, places of technical insecurity and unskilled personnel.
It has been determined that the interaction of civil society and state representatives in Ukraine today needs to create conditions for increasing the activation of civilian potential. Under such conditions, it will be possible to broaden the involvement of groups of society in the adoption of certain state decisions (normative documents), in the implementation of effective public administration. Active participation of the civil sector in such processes allows us to identify shortcomings, admittance at the stage of development and the adoption of managerial decisions, and left out of the attention of the state.
Based on the scientific achievements of researchers, the problems of interaction between the state and civil society, the main directions of improving the potential of interaction between the state and civil sectors and the main priorities of building a strong civilian potential of interaction between the state and society are outlined and characterized, with the aim of developing a socially oriented state in Ukraine.
The model of implementation of aspects of the European dimension of the potential of interaction between the state and civil society, which includes European tendencies of monitoring and assessment (measurement) of the potential of interaction between the state and civil society, is envisaged and provides for the possibility of their application in Ukraine.
