The dissertation is devoted to the solution of the actual scientific and theoretical task, which consists in defining the Adaptation mechanisms of EU public administration principles to the public administration system of Ukraine, as well as the development of appropriate scientific and practical recommendations. A model is proposed for introducing the principles of good governance and administration in the public administration system of Ukraine, which is formed on the basis of international agreements, strategic and other regulatory legal acts of Ukraine, has a number different aspects, among which, in particular: the strategic basis of public administration reforms, development policy and coordination, public service and personnel management, accountability, the provision of administrative services, public finance management, which are carried out through the implementation of international programs of the European Neighborhood Policy, taking into account the practice of good governance and the traditions, culture and characteristics of public administration in Ukraine. The administrative and legal mechanism for the implementation the democratic principles of public administration system has been improved, which is enshrined in the only mandatory legal instrument for the general regulation the prevention of corruption among public servants and public officials in the EU member states, in particular UNCAC (United Nations Convention against Corruption), described in the Technical Reference UNCAC (which has an advisory function) and soft policy instruments (adopted in this area by the EU, Council of Europe and OECD), in particular: the opinions, principles, recommendations and guidelines set forth in the Model Code of Conduct for Civil Servants of the Council of Europe and in the OECD Principles for the Management of Ethics in the Civil Service. The mechanisms for adapting the EU public administration principles to the public administration system of Ukraine have been improved with regard to compliance with administrative standards defined by the EU in order to provide criteria for public administration reforms and their assessment, in particular, the fulfillment of the Copenhagen and Madrid criteria for public administration for EU accession.
