The dissertation is devoted to the complex scientific and theoretical substantiation of the democratic communicative model as a component of the system of state administration of modern Ukraine. The expediency of such model of communication between citizens and state government or local government has been proved. Modern Ukraine, as a transitional state, is at the stage of transition from a command-and-control system of state administration, which was inherent in the period of Soviet statehood, to a democratic governance model. Effective reform must be based on scientific research. Thus, the study of communication as an element of the system of public administration of Ukraine is of theoretical and practical interest. The humanization of communication between citizens and the state requires the creation of a theoretical model. It is worth considering at the abstract level the appropriate communication process. Then begin the practical implementation of the idea of strengthening democracy in Ukraine. For this purpose it is necessary to create a model that will take into account as much as possible all circumstances of communication of citizens with the state. Analyzed the state of study in the Ukrainian science of public administration the role of communication in the public administration. The theoretical and methodological foundations of the study of the communicative model as a component of the system of public administration are determined. The interpretation of citizens' appeals, public consultations, public expertise, local initiatives, public hearings, social dialogue, advocacy, lobbying as a form of communication between citizens and state government or local government is grounded. Analyzed the development of national communications law. Forms of communication between citizens and state government or local government are analyzed. Impact found communication between citizens and state government or local government on the fulfillment of their functions of forecasting, planning, organizing, regulating, coordinating, controlling these institutions. Analyzed the well-known theoretical models of communication, offered by Ukrainian and foreign researchers. The tendencies of development of theoretical modeling of communication process are determined. The democratic communication model as a component of the system of public administration of Ukraine is developed and practical recommendations for its implementation are offered, the feasibility of its implementation is substantiated.
