The analysis of theoretical and methodological researches of this problem is made and the main directions of gender developments are formulated, the conceptual and categorical mechanism is improved, the theoretical and methodological approaches of public policy are analyzed, the main aspects of gender policy at the international level are revealed, and policy mechanisms are given, as well as policy mechanisms. The author's wording of the term «gender parity in public administration» is defined, which foresees balanced, equal representation of men and women in public authorities, state and local self-government bodies, as well as guaranteeing equal access of citizens to public service bodies. in accordance with the candidate's qualification and professional qualification, regardless of gender, and with removal in the appointment to such service of gender inequality and non-discrimination and gender in its passage. The structure of the institutional and legal development of gender parity in the Ukrainian public administration, which forms the proper institutions, as well as normative and legal documents at three levels, such as supranational, national, regional and local, is elaborated.
The article defines the concept of «gender parity in public administration» as balanced, equal representation of men and women in public authorities - state and local self-government bodies, as well as guaranteeing equal access of citizens to public service bodies in accordance with the candidate's qualification and professional qualifications and training with the elimination of gender inequality in the appointment of such a service and the elimination of discrimination on the basis of sex during its passage.
The «hierarchical model» of the institutional and legal support of gender parity in the sphere of public administration of Ukraine is presented, which is formed by the respective institutes and normative legal acts at three levels: supranational, national, regional.
The direction of gender parity in the field of public administration was outlined, which is one of the important aspects of society development and the basis for further research in this field.
Taking into account the analysis of professional scientific researches, normative legal acts of Ukraine, documents of international level, practical experience in the organization and implementation of state policy concerning gender parity in public administration, theoretical and methodological approaches in the organization of state policy processes related to gender parity in public administration are determined, its embodiment and directions for its improvement are characterized.
The study first identified the concept of gender parity in public administration as balanced, equal representation of men and women in public authorities - state and local self-government bodies, as well as guaranteeing equal access of citizens to public service bodies according to their qualifications and professional qualifications, irrespective of gender, and with the elimination of gender inequality and the elimination of gender-based discrimination in the service. In addition, a «hierarchical model» of institutional and legal support for gender parity in the sphere of public administration of Ukraine has been developed, which is formed by relevant institutions and normative legal acts at three levels: supranational, national, and regional. At the same time, the direction of gender parity in the field of public administration is highlighted, which is today one of the important aspects of the development of society and the basis for further research in this field.
