Essay

The dissertation presents a theoretical generalization and a new solution for an important scientific and theoretical task, which underlies in substantiating the conceptual principles and political-administrative practice of the role of the presidency in the formation and development of the public administration system in the sphere of state security, in developing proposals for further improvement of the mechanisms of public administration in the sphere of national security of Ukraine. In particular, it is revealed that the following factors and trends play a key role in the functioning of the Institute of Presidency in the system of state administration of national security: Presidency is objectively strategic in the system of public administration of national security; the depth and precision of the analysis of threats to national interests should be sufficient to make decisions adequate to their level; for the realization and protection of national interests, it is crucial to take full account of not only existing but also potential opportunities, as well as global processes and trends in world development; Ukraine's defense capability strengthening requires increasing the effectiveness of managing the components of the national security system as a set of interconnected, cooperative public administration bodies, with the Institute of Presidency playing a major role. The author substantiates the Concept of the National Security of Ukraine in order to create an effective mechanism of strategic administration that is able to respond flexibly to various socio-economic, political, cultural and other changes in Ukraine and the world.
