Kizian R. Mechanisms of state governance of Ukraine's anti-terrorist security system.

Object of study: public administration in the field of anti-terrorist security. Objective: To provide scientific substantiation of theoretical foundations and to provide practical recommendations on improving the mechanisms of state management of Ukraine's anti-terrorist security system. Methods: historical analogy and system analysis, morphological analysis, logical-semantic, legal analysis, structural-functional analysis, comparative analysis, structural-logical, SWOT-analysis, synthesis and generalization. Results: Theoretical foundations are scientifically substantiated and practical recommendations are developed to solve the problematic problems of functioning and development of mechanisms of state management of the system of anti-terrorist security of Ukraine. Novelty: the principles of development of public administration of the system of anti-terrorist security of Ukraine are substantiated; the organizational structure of the state management of the anti-terrorist security system of Ukraine has been improved; scientific approaches to the development of the legal mechanism of state management of the anti-terrorist security system of Ukraine have been improved; strategic directions of development of the organizational mechanism of state management of the anti-terrorist security system of Ukraine by developing optimistic, pessimistic and basic scenarios of development, the main priorities of which are the improvement of the activities of the components of the security and defense sector; received further development of the study of the structure, functions of the system of anti-terrorist security of Ukraine and definition of the essence of the concept "mechanisms of state management of the system of anti-terrorist security of Ukraine"; further developed the identification of the peculiarities of the implementation of legal principles of democratic civil control in the system of anti-terrorist security of the population of Ukraine; adaptation of international experience in managing the anti-terrorist security system based on the practice of building an anti-terrorist response system in France was further developed.
