The dissertation is devoted to the research of theoretical bases of the analysis of public administration transformations in the countries of the world in the period of their transition from post-industrial development to the modern – information. The dissertation focuses on the fact that the transformation processes in modern government are to a great extent caused by dramatic changes of countries and societies in the conditions of global globalization integration information processes, when the relations between the state and citizen, state and civil society, state and civil society change, and new innovative models of public administration are created. It is pointed out that in the in-depth study of the “public administration” phenomenon the following methodological bases should be observed first and foremost: 1) public administration is a special kind of social function caused by the needs of modernization of societies themselves; 2) the content of public administration, as a special character of the social function, is manifested in its holistic organization of activities, the main components of which are the unification, coordination, regulation, coordination and control of the activities of all subjects of public-administrative activity, which is associated with complex relations of all subjects and objects of management; 3) public administration has a clearly defined nature of self-organizing activity, which is connected with the complex relations of all subjects and objects of management; 4) the most important characteristic of public administration, as a complex social process, and its content is the purpose. The main focus is made on the fact that modern models of public administration are aimed first and foremost at the optimal provision of practical realization of human rights and freedoms of a citizen at his place of residence of practical activity. It is proved that the basic principles of modern models of public administration are referred to by most scholars as political and organizational. However, more substantive scientific research requires the problem of the relationship between politics and law, the nature of major changes in the civil service system. The real need for new approaches and the use of more sophisticated models and technologies of human resources in the public service are explained. Provisions have been established and substantiated that such processes of transformation of public administration as its decentralization, democratization require more substantive scientific comprehension. Political-legal organizational and other principles of modern public administration, peculiarities and mechanisms of its implementation, specificity of development and improvement of the civil service, processes of formation and use with the purpose of increasing the efficiency of the personnel corps of civil servants also require a deeper theoretical analysis. Tendencies, peculiarities and scientific approaches to the analysis of the basic transformation processes at the world, European and national (modern Ukrainian) levels are analysed with the emphasis on common and special in these processes. It is emphasized and substantiated the conclusion that a paradigmically new system of public administration in modern Ukraine can be optimal, more effective, provided that such governance is formed with maximum consideration of the peculiarities of political, economic and social development of Ukraine in its transitional, transformational state. At the same time, the functions of management, organization, experimental practice, innovative stimulation, preventive and controlling functions should be dominant in such public administration.
