Essay

The dissertation explores the theoretical and methodological foundations for explaining the phenomena of culture and subculture in public administration and describes the specific phenomenon of administrative subculture, which reflects the peculiar style of public administration activity of civil servants. The methodology of scientific research of administrative subculture in public administration is interdisciplinary and based on the activity, axiological and communicative approaches. The phenomenology of the administrative subculture is reproduced by the representation of subcultural styles of professional public service, which is mentally transformed in the context of archetypal paradigm of public administration in Ukraine. The dissertation research has made a retrospective and sociological analysis of the process of formation of administrative subculture in the state authorities in Ukraine. The scientific interpretations of the term "administrative subculture" have been improved. The argumentation of differences between the concepts of "corporate culture" and "organizational culture" in public administration has been given. It is proposed to apply the conceptual justification of the variability and polystylistic nature of the culture of public administration as a differentiated value system, which allows to balance the subcultural and counter-cultural styles of professional activity of civil servants. It is noted that in modern practices of conflict resolution, the establishment of dialogue between civil society and the subjects of state-administrative relations is complicated by the rapid development of public communications, which represent multi-vector subcultural and counter-cultural communicative styles of communication. The author's presents the international experience of administrative subculture formation in the communicative aspect, which substantiates the expediency of introducing communicative technologies of mediation in state authorities.
