Domaratskyi M. Public administration of critical infrastructure security in Ukraine.

Object of research: state management of the safety of life support infrastructure of the population and territories. Purpose: substantiation of the theoretical foundations and the development of practical recommendations for improving public administration of ensuring the safety of critical facilities. Methods: analysis and synthesis, induction and deduction; generalization and comparison; systems approach; retrospective analysis; structural approach; logical-descriptive analysis. Results: substantiated and developed theoretical foundations and scientific and practical recommendations for the formation and implementation of a set of measures aimed at improving state management of ensuring the safety of critical infrastructure. Novelty: a fundamentally new approach to improving the state system for protecting critical infrastructure has been developed; it is an integrated set of real elements, activities and processes with target behavior, logically and functionally improved, and aimed at ensuring the safety of critical infrastructure facilities at a certain time and in a given space; directions of transformation of the state system for monitoring the state of critical infrastructure by creating centers for system monitoring and operational management, complexes for obtaining information about generalized parameters of the state of protection of critical infrastructure objects are proposed; improved methodological approach to the formation of a comprehensive mechanism for state management of strategic risks of critical infrastructure; theoretical approach to government countering strategic risks and threats to critical infrastructure; a practical approach to the formation of state policy in the field of ensuring the security of automated control systems for critical infrastructure through integration into unified complexes of automated control systems for critical objects and other information systems; received further development: a sequence of stages of ensuring the functionality of the early warning system for the manifestation of crisis situations as an analytical process that relies on the identification of areas and sectors of critical infrastructure at the national, regional and local levels; directions of transformation of the state policy for the protection of critical infrastructure in Ukraine; the conceptual apparatus of the science "Public administration" by clarifying the essence of the categories "state protection of critical infrastructure". Introduced into activity: by the Department of Infrastructure of the Volyn Regional State Administration, the Office of the Western Office of the State Audit Service in the Volyn Region. Fields of application: state administration bodies, local authorities and self-government bodies, public organizations.
