The dissertation at the monographic level explores the conceptual provisions of the use of specialized knowledge in the investigation of crimes related to public funding of health care, as well as the elements of the forensic characteristics of the crime, which most predetermine the further use of specialized knowledge. The forensic analysis of budget crimes in the field of health care was carried out, the essence of these crimes was clarified and the different directions of criminal offenses and their characteristic features were highlighted. Based on the scientific achievements of scientists, the definition of the method of committing crimes related to public funding of health care was formed. Modern ways of committing these crimes are highlighted in view of the transformation of the health care system, which is organized according to different criteria. Typical traces of crimes related to public health financing have been identified, including imaginary, virtual and material, among which intellectual traces are separated into a separate category. Attention is drawn to their relationship with crime and specialist knowledge. Forms of the use of specialized knowledge are investigated, among which there are the established ones (appointment of judicial expertise, consultations, audits, participation of a specialist during investigative (searching) actions) and new ones (financial audit, procurement verification and monitoring of procurement). Forms of state financial control and problems of their application are highlighted. Suggestions for the appointment of an unscheduled audit were provided. Emphasis is placed on providing oral and written advice. The categories of subjects of use of specialized knowledge are considered in view of their different procedural status and substantive component of professional activity. Emphasis is placed on the distinction between «use of special knowledge» for knowledgeable persons and «use of special knowledge» for investigators, prosecutors, operatives.
