Essay

Dissertational work has theoretical generalization and new solution of scientific and theoretical problem, which consists of substantiation formation and development of mechanisms and organizational forms of citizens’ appeal to public authorities in Ukraine in the system of interaction of public power bodies and society as an institution for the implementation of constitutional guarantees of socio-political human rights and freedoms and production proposals to improve the mechanisms of citizens' appeals to the public authorities of Ukraine. The work reveals the essence and content of citizens' appeals to public authorities as a socio-political and constitutional-legal institution, organically connected with the formation and functioning of civil society, of feedback between the ruling elite and the people, an important form of citizen participation in government processes, and performs such functions as constitutional and protective, participatory-managerial, social-stabilizing, control-legitimating and information-communicative. The general administrative and organizational forms of citizens’ appeals to public authorities in the form of 9 main groups are systematized. They are: direct-personal forms of contact, impersonal-personal forms; traditional written forms, administratively-oriented forms, advisory forms, electronic impersonal forms, electronic personalized forms, social protest and immoral forms that act in their synergetic totality universal tool of state and public communication and effective mechanism for fulfilling the social functions of the state. The normative-legal base of ensuring the right of citizens to appeal to public authorities in six main clusters is structured. They are: international, constitutional guarantees, general legislation, special legislative, by-law and administrative procedural. A model of the life cycle of citizens' appeals to public authorities of the state is proposed, it is systemic in nature and contains the social preconditions of the need for treatment, algorithm and procedures interaction between the applicant and the subject of the appeal, feedback mechanisms and the applicant's appeal against improper actions of a public authority in the state the highest jurisdiction, the administrative court or the ombudsman's office. A number of ways to further improvement the state mechanisms of citizens' appeals to public authorities are also proposed.
