The thesis is devoted to the study of the problem Ukraine Armed Forces officers’ self-educational competence development by computer technologies. The work permeates the state of this problem in the scientific and pedagogical literature and the practice of military higher educational institutions and military units. A categorical analysis of basic concepts was conducted. «Officer’s Self-educational Competence Development by Computer Technologies» was defined as purposeful process of quantitative and qualitative changes in the motivational, cognitive sphere, behavior of the officer and professional activity, which is aimed at the formation and improvement of knowledge, skills and abilities of self-organization, self-control, self-management and reflection within individual and independent training with the help of learning management system, e-learning tools and different software products. The main scientific approaches as systemic, andragogical, technological, subject-oriented and activity approach were applied to promote the development of Ukraine Armed Forces Officers Self-Educational Competence by Computer Technologies. As a result of the study, the structural components, criteria, indicators and levels of formation of the studied competence were identified. The means of computer technologies influencing the success of Officer’s Self-educational Competence Development have been indicated. The analysis of the results of the ascertaining and forming stages of the experiment is carried out. The step-by-step method of development of the studied competence by means of computer technologies proved that the main organizational forms (independent work, training sessions, control activities, lectures-discussions, webinars, online trainings, etc.), methods (interactive, individual projects, self-analysis, etc.) and computer technologies (web technologies of the first, second and third generations, simulators, etc.) contribute to the development of self-educational competence. Implementation of the author's model Officers’ Self-Educational Competence by Computer Technologies is carried out in the process of officers’ individual and independent training using the author-designed mobile application for the first time as a mean for studied competence development. The mobile app gives an opportunity with the help of introduced step-by-step method to design individual learning management system. The represented e-learning course «Training for Self-Educational Competence Development by Computer Technologies» on the mobile app trained the officers to self-educational activity by computer technologies using author’s method. The study additionally found a sensitive age of officers for the development of self-educational competence by means of computer technology, which may require further researches in the field of new methods and forms for development of Self-Educational Competence of different age categories. The effectiveness of the implementation of the author's model using a step-by-step method has been experimentally tested and confirmed.
