Essay

The dissertation is devoted to researching the development of professional competence of personnel services` officials of the Armed Forces of Ukraine in the postgraduate education system. The importance of the dissertation topic is that under the conditions of the reform of the Armed Forces of Ukraine and enhancement of troops training and troops implementation, one of the main tasks at the state level is the that of developing modern officer corps which would consist of the most highly professionally trained officers with high moral, ethical and military-professional qualities. This requires a change in the conceptual approaches to the personnel management system in the Armed Forces of Ukraine as a whole and to its individual elements in particular. Strategic documents of Ukraine`s security and defense sector and the Concept of Personnel Policy in the Armed Forces of Ukraine determine not only the strategic vision and prospects of personnel policy development but also modern requirements for the organization and conduct of personnel work in the troops (forces). In the dissertation: the framework of concepts and categories is expanded pertaining to the development of professional competence of personnel services` officials of Armed Forces of Ukraine in the postgraduate education system based on the modern personnel management system requirements, with the account of their official appointment in the Armed Forces of Ukraine, and also according to the provisions of the continuing education concept and the principles of competence-based, subjective-activity, contextual and andragogical approaches; the components are presented with the account of the specifics and content of their professional activity; pedagogical modeling of the Armed Forces personnel services officials` professional competence development in the postgraduate education system is carried out; the author's methodology of the professional competence development based on the blended learning concept is presented; theoretically substantiated and experimentally tested are the organizational and pedagogical conditions for developing professional competence of personnel services` officials of the Armed Forces of Ukraine in the system of postgraduate education that aim to solve certain educational tasks and achieve the desired pedagogical goals – to activate the values and motivation, improve professional knowledge, skills and abilities, as well as to develop professionally important qualities as of those performing professional activity in the field of personnel management; the criteria and indicators for this competence development assessment are enhanced. The scientific novelty of the obtained research results embodies the following: For the first time: the organizational and pedagogical conditions were theoretically substantiated and experimentally tested for the development of professional competence of personnel services` officials of the Armed Forces of Ukraine in the postgraduate education system: educational modeling of their professional competence development in the postgraduate education system; presence of the methodology to develop their professional competence; implementation of modern organizational forms of competence development; students` self-management in the process of competence development; use of objective criteria to evaluate competence development; organizational-functional model was elaborated for the development of personnel officials` professional competence of the Armed Forces of Ukraine in the postgraduate education system, this model incorporates a set of consecutive and mutually agreed (target-methodological, content-based, subjectoriented, organizational-methodical, diagnostic and result-oriented) blocks that systematically contribute to the competence development, implementation of the theoretical and practical stages of the development based on the subject-activity, contextual, andragogical and competence approaches. The following was enhanced: the methodology of the professional competence development of personnel services` officials of the Armed Forces of Ukraine: the enhancement was achieved through tailoring forms, methods, methodologies, technologies, and means of qualifications advancement to match the specifics of professional competence development at theoretical and practical stages of methodology implementation); criteria and indicators for assessing competence development via specifying the content depending on the peculiarities of professional activities. The results of the dissertation can be used in the process of individual training of service members of the Armed Forces of Ukraine, at higher military educational institutions of the Ministry of Defense of Ukraine, in higher education institutions of other military formations of Ukraine, postgraduate education institutions to develop professional competence of personnel services` experts of the related organizations.
