Object of research: state regulation of higher education. Purpose: scientific and theoretical substantiation and development of practical recommendations for improving state regulation of the development of higher education. Methods: analysis and synthesis; logical, dialectical, method of generalization, complex and systemic approaches, monographic method, statistical analysis, comparison and generalization, abstract-logical method. Results: substantiated theoretical foundations and conceptual approaches to improving state regulation of the development of higher education. Novelty: the model of state and social regulation of the development of higher education is theoretically substantiated, in contrast to the existing ones, it is based on general methodological and pedagogical principles, including a clear specification of goals, objectives, conditions, stages, forms, methods, criteria, takes into account the strategic goals and tactical tasks of managing higher education institutions that are adequate to modern realities, and is also aimed at strengthening the role of the public in the formation and implementation of educational policy, provides a dialogue of higher education with students and their parents, representatives of civil institutions, employers; improved ways to develop the legal mechanism of state regulation of higher education in terms of: adoption of the Education Code of Ukraine; approach to the implementation of the organizational and economic mechanism of state regulation of higher education; functioning of the financial mechanism of state regulation of higher education, by applying the model of state support of higher education; evaluation of the effectiveness of state regulation of the education system, using the methodology of performance evaluation, based on the notions of "procedural" and "procedural rationality", the use of algorithms for evaluating temporal and normative approaches and takes into account such groups of parameters as: institutional aspects; market characteristics; financial parameters; dynamics of general quantitative indicators; substantive and technological aspects; received further development: the conceptual apparatus of public administration by clarifying the essence of the concept of "state regulation of higher education" which is proposed to be interpreted as a system of economic, social, legal, political and organizational forms and methods of state influence on subjects of educational processes. those goals and objectives that would simultaneously meet both the strategic interests of the state and the direct interests of these entities; directions of application of the world experience of state regulation of higher education in Ukraine, which provides in-depth specification and detailing of state support for the development of higher education in order to improve its accessibility to higher education and the development of each individual.
