Essay

The dissertation is devoted to the study of theoretical and methodological provisions and scientific and practical recommendations on the development of international e-commerce of Ukraine and integration directions of its adaptation to the processes of formation modern determinants of the e-commerce system in the EU Single Internal Market, among which electronic trading systems (the core of electronic commerce) are allocated - electronic trading platforms and means of communication between sellers and buyers, incl. online auctions; electronic payment systems; electronic delivery systems for goods and services; arbitration based on electronic technology; electronic movement of capital; electronic international exchanges (commodity, stock, currency). The dissertation has improved scientific approaches to establishing the main components of the development of the domestic e-commerce market in the context of the implementation of the Association Agreement between Ukraine and the European Union. Among them are the following: 1) harmonization of working conditions in the Ukrainian and European markets; 2) opening access to EU public procurement; 3) creation of a favorable market investment climate; 4) improvement of the legal field in the sphere of functioning of international payment systems and cryptocurrencies; 5) further increase of the reliability of the system of consumer rights protection and improvement of security conditions, urgency of payments in the sphere of e-commerce. Based on statistics, current trends in the implementation of advanced e-commerce information technologies in countries and regions of the world have been analyzed. It is noted that, as the global economy becomes more digitized, it seems that innovations are being applied in various fields of social reproduction and are, to some extent, losing the narrow technological direction. The essential features of the key components of the establishment and development of the EU Single Market for e-commerce are presented. The latter include: implementation of the EU's Digital Single Market directive instruments; harmonization of the value added tax administration system in the EU countries; 3) the creation of a single data protection mechanism and the creation of an EU e-government; 4) removing economic barriers such as geo-blocking and platform bans. It has been established that the creation of a single EU e-commerce market is only possible if all of these components are operational. The expediency of introducing additional directions to the national program of development of the digital market of Ukraine in the context of full entry into the European electronic commercial space, in particular: 1) stimulation of the development of computer networks in the regional aspect in order to attract more and more population to modern information technologies; 2) institutional development of domestic e-commerce (dissemination of the latest payment technologies, expansion of alternative financing base, establishment of domestic Internet portals); 3) improving the quality of computer literacy of the population, as well as further digitization of relations at the state-citizen level (development of the e-government model); 4) development of the internal e-commerce market and increase of the purchasing power of the population.
