The thesis deals with the actual scientific problem, which consists in the theoretical and methodological substantiation of the peculiarities of the state administration of anti-corruption bodies, as a component of the national security of Ukraine and the development of practical recommendations for the improvement of the activity of the authorities in this field.
Two groups of problems that cause the phenomenon of corruption at the present stage are highlighted: the first group is related to how corruption in the public and state space arises and spreads (problems of political and legal nature; economic nature; social character; legal nature; managerial character) ; psychological; ethical; controlling; personnel; etc. The problems of the second group are related to how effectively and effectively anti-corruption measures are implemented, in particular: the activity and accountability of governmental structures to civil society institutions; lack (or very weak) political will to prevent and counteract corruption; ineffective involvement of law enforcement agencies and bodies supporting national security; lack of professional ethics from public service; mechanisms for involving civil society in shaping and implementing the anti-corruption course; there are no specially trained specialists involved in the formulation and implementation of anti-corruption policy; newly created anti-corruption institutions are ineffective; there are no mechanisms by which young people and children form a negative attitude towards corruption; there is no legal regulation of the sphere of formation of anti-corruption views among citizens.
Steps to improve the institutional support of anti-corruption are highlighted: first, it is necessary to identify ways to control the authorities responsible for the development, adjustment and implementation of anti-corruption policy; secondly, it is necessary to develop a system of criteria for assessing the effectiveness of cooperation between these entities; thirdly, it is appropriate to establish a joint coordination council, which will represent specialized anti-corruption institutions and deal with the prompt resolution of urgent issues of their interaction; fourth, it is necessary to intensify the methodological work on the interaction between the subjects of anti-corruption and the public. Ways to implement foreign experience in combating corruption in Ukraine are proposed: to introduce anti-corruption education, designed to develop civic consciousness and spread a very negative perception of corruption in society, implementing various anti-corruption educational programs and projects; Civil society institutions should be at the forefront, be sure to join supervisory and advisory councils at any government body, power ministry and specialized anti-corruption institution, NGOs should monitor and audit anti-corruption policy, mandatory preliminary expertise aimed at on normative-legal and state-administrative acts, etc.
