Essay

The thesis is devoted to the development of conceptual bases and practical recommendations for improving public management in the health-care system on the base of the electrification of organizational and legal support. The author provides a systematic analysis of the evolution of organizational and legal bases in the models of communicative interaction in the field of health care, which allowed to distinguish in the historical context four models of communication in the public management of health care sector. Some effective managerial approaches to actualize the communicative function of public administration during health care reform in Ukraine have been identified. The optimal ways of modernization of managerial technologies in the field of health care in the direction of digitalization of medical services within the concept of "Electronic health care in Ukraine" are determined and substantiated. An integrated system of communicational and organizational links in the field of public management it the health care system is formulated and theoretically substantiated. It is provided based on defining the communicative roles of subjects and stakeholders of state policy in the field of health care. That provides synchronization of management processes between subjects and stakeholders of branch interaction for the achievement of the strategic goals of the reorganization of the health care system and increase of the level of health care of the Ukrainian citizens to the European standards. The scientific novelty of the obtained results is that: for the first time: the set of conceptual approach in the field of public management in the health care system is formulated and theoretically substantiated. That consists of an integrated system of communicative and organizational relations between entities, objects and stakeholders of health care system interaction. That set ensures the synchronization of managerial processes at the individual, local, regional, national and international levels of governing. An integrated communicative-organizational model of public management of health care is proposed to achieve the strategic goals of restructuring of the sector and improve the health of the population of Ukraine up to European standards; integrated model of communicational and organizational relations in the field of public health management is presented; improved: managerial technologies in the field of health care in the direction of shifting communication barriers through the digitalization of services via "E-health in Ukraine" as a way to reduce the budget cost, increasing the efficiency, accessibility, convenience, ubiquity, equality of basic services; automatic queue management; software assistance to the patient in compliance with the treatment regimen; electronic prescription and order of medicines, electronic initial counselling; theoretical generalization on the historical development of communication models such as residential-visiting, office-hospital, diagnostic-instrumental, service-electronic on the way to the optimizing the management through the digitalization; managerial approaches to the use of ICT in communications in the field of health care, in particular, in terms of unification and containerization of data exchange systems between all parties (control and supervision - health care institutions - patients) through software products, especially mobile applications; have been further developed: conceptual and categorical apparatus of the public administration science, namely, the content "communication in the field of health care" was clarified. It means a network of communications in the health care system and represents the target groups which are interested in preserving and strengthening the health of the population through improvement processes in the managerial system from the standpoint of public administration, as well as informing about the content of organizational and legal restructuring of the health care sector of Ukraine.
