Essay

Object of research: state management of human resources of higher education in Ukraine. The purpose is to substantiate the theoretical foundations and develop practical recommendations for improving public administration of human resources development in higher education institutions. Methods: hypothetical-deductive method of forming the methodology of dissertation research, deductive proof of the proposed research hypothesis, structural-functional analysis, a number of comparative methods, statistical method, predictive method, theoretical - conceptual method. Results: solving a scientific problem on the development of theoretical foundations and substantiation of scientific and applied recommendations for improving the state management of human resources in higher educational institutions of Ukraine. Novelty: the organizational model of state management for the development of human resources in higher educational institutions has been grounded, based on the restructuring of the management system of higher education institutions; improved structuring of the system for monitoring the development of human resources in higher education institutions; methodology for the development of the organizational mechanism of public administration of higher educational institutions, focused on improving its personnel potential; received further development: methodological tools and technologies for obtaining and processing information from the internal system of an educational institution on the conditions, opportunities and trends in the development of the personnel potential of a higher education institution, as well as on the degree of satisfaction of students and graduates of the educational institution with the received educational services; content - analysis of the formation of a modern legal mechanism of public administration for the development of human resources in higher education institutions. Introduced into the activity: Pechersk District Administration of Kiev, Svyatoshinsky District Administration of Kiev, National University of Civil Defence of Ukraine. Fields of application: state administration bodies, local authorities and self-government bodies, public organizations.
