In the dissertation the actual scientific task which consists in the theoretical and methodological substantiation of mechanisms of institutional maintenance of counteraction to corruption and development of practical recommendations on improvement of activity of authorities in this sphere is solved.
Improved theoretical approach to understanding the essence of the concept of "corruption", as the use in any form of officials representing the state, especially the executive, judiciary, institutions and organizations of economic management, public associations, their official position in order to obtain property, services or benefits to yourself or third parties. In addition, the essence of such basic concepts as "security" and "national security" has been improved. In particular, security is proposed to mean a process in which the probability of realization of the threat and the scale of possible damage, in the case of its implementation, the damage is higher (or lower) than a certain subjectively fixed threshold. At the same time, national security is defined as the extent to which vital personal, social and state interests are protected from internal and external, real and potential threats.
Ways to optimize the institutional support of national security by anti-corruption bodies in Ukraine are proposed, as a result of which it is proposed: to launch a multi-purpose anti-corruption system; to improve the activities of the National Agency for the Prevention of Corruption, aimed at effective verification of electronic declarations, improving the work on the verification of political parties; simplify tax reporting; to strengthen the requirements for the work of control and supervision structures, and in the future to reduce the number of such documents as licenses, permits, patents; to differentiate public authorities in the powers under which administrative services are provided and control or inspection or inspection functions are performed; ensure the transparency of the privatization process, as well as the process of public procurement, tenders and auctions; to develop e-government; to ensure further reform of the civil service and the service in local self-government in order to ensure its professionalism; to involve citizens in the formation of public associations to combat corruption; to create a system according to which specialists in anti-corruption measures would be trained and anti-corruption education of specialists in each specialty would be conducted.
