Essay

As a result of the analysis of a number of scientific researches of domestic scientists on anti-corruption activity, it was stated that their views coincide, while the differences are mainly in the approach to understanding the scale of the consequences of corruption risks. It is substantiated that the essence of anti-corruption policy is to develop and implement a set of consistent measures of the state to minimize or eliminate, preconditions and factors of corruption offenses in all spheres of society. Improved scientific and practical approaches to the consideration of public administration mechanisms to prevent and combat corruption in public authorities, which differ from the existing introduction into the discourse of the thesis that anti-corruption activities should provide both improving the practical application of its tools, which will take into account corruption both a political phenomenon and the implementation of information and prevention and anti-corruption measures to increase transparency in the activities of government agencies. It is substantiated that corruption in Ukraine has signs of consistency, order and system. Persistence is provoked by social circumstances  policy and cultural and social influence on it in Ukraine is at the stage of sustainable development, but needs comprehensive improvement. The ability to constantly and unhinderedly steal state and public goods on the basis of systematics and the absence of punishment is a prerequisite for maintaining the idea of corruption of the power system among high-ranking officials. It is determined that the institutional transformations of state regulation in the field of combating corruption in the EU, which should be implemented in Ukraine in specific areas, taking into account the existing issues that: democracy takes the form of hybridity, legislation has meaning but no unambiguous application, no attempts have been made to receive, codify and systematize legislation, public administration mechanisms to prevent corruption do not have an extensive structure and are therefore not as effective as possible, the government, like civil servants, personally uses its own privileges and political guarantees to protect itself from corruption. action. A conceptual model of improving mechanisms for preventing and combating corruption in public authorities has been developed, which will help avoid conflicts and gaps in the existing anti-corruption legislation of Ukraine, implementation of national standards and norms in preventing and combating corruption crimes to international ones.
