The dissertation provides a scientific substantiation of theoretical and methodological aspects and developed scientific and practical recommendations on improving the efficiency of public administration by restoring control over the Ukrainian-Russian section of the state border of Ukraine in the face of armed aggression of the Russian Federation, which will address important issues in public administration on the restoration of state (public) security and law and order in some districts of Donetsk and Luhansk regions, which together solve the strategic task of national security policy of Ukraine. The author's approach is applied to the interpretation of the essence of categories in the field of border security by specifying the essential characteristics of such concepts as: “mechanisms of public administration of control restoration over the Ukrainian-Russian part of the state border of Ukraine”, “public administration of control restoration over the Ukrainian-Russian part of the state border of Ukraine”, “state management of border security of Ukraine”. The origins and content of current and projected threats to Ukrainian national security on the land and sea section of the state border with the Russian Federation have been identified. Issues of public administration of ensuring the restoration of control over the Ukrainian-Russian section of the state border of Ukraine have been identified. The international experience of local conflict resolution is analyzed, and the security processes in the world on the return of border control are characterized, which allowed to identify the characteristic pattern of this process, which is that most countries are guided by established international humanitarian law: develop a comprehensive disarmament strategy; demobilization and reintegration of members of illegal armed groups and provide for a written detail of this process in the peace treaty, which leaves no room for disagreement; provide a safe environment for the activities of the international peacekeeping mission of the UN, OSCE, EU, which has executive authority and a military component; restore border control. The mechanisms of state management of national security of Ukraine in the foreign policy sphere are considered and characterized, in particular: organizational, political, legal, social, humanitarian-security and military. The role and place of the State Border Guard Service of Ukraine in activities to ensure the restoration of the territorial integrity of Ukraine within the internationally recognized state border in the Donetsk and Luhansk regions is identified. The main task for the SBGS to restore state (public) security and law and order in some districts of Donetsk and Luhansk regions is to restore the functioning of bodies and units of the SBGS in the liberated territories and ensure that they perform their assigned tasks. Priority areas have been identified and ways to improve public administration by ensuring the restoration of control over the Ukrainian-Russian section of the state border of Ukraine have been proposed. Political-diplomatic, organizational-legal, security-defense, research ways to improve public administration by ensuring the restoration of control over the Ukrainian-Russian section of the state border of Ukraine are proposed. A structural and functional model of public administration has been developed to ensure the restoration of control over the Ukrainian-Russian section of the state border of Ukraine.
