In the dissertation the actual scientific task in the field of state administration science is solved, which consists in scientific and theoretical substantiation of mechanisms of formation of innovative leadership and development of practical recommendations for their implementation in Ukraine. The approach to leadership developed and scientifically substantiated, the main components of which are: development of profiles of leadership competences in the civil service in Ukraine; formation of leadership development program for civil servants; introduction of an innovative approach to human resources management in the civil service in Ukraine, which will provide for improved recruitment and promotion based on new key leadership competences, including responsibility, professionalism, morality, etc. In the first section «Leadership as a social phenomenon: theoretical and methodological principles», the main approaches to the definition of the nature and nature of leadership are considered, the peculiarities of understanding the nature of leadership as a phenomenon in state-management science, the leadership as a strategic direction for the formation and development of democratic governance in Ukraine. Within the framework of the second section «The main tendencies of formation of the institute of leadership and the peculiarities of their manifestation in Ukraine», the functions of leadership and specificity of their implementation in modern political practice are revealed, professionalism and responsibility are demonstrated as the necessary conditions for the formation of the leadership in Ukraine, the place of leadership in the context of foreign models is considered. public administration. The third section «Mechanisms of formation and formation of leadership in conditions of democratic transformations in Ukraine» presents the results of the expert survey conducted by the dissertation devoted to the value foreshadings, principles and mechanisms of public administration for the formation of leadership, staff rejuvenation of the civil service demonstrated as necessary for the formation of a new type of leader of the trend , outlined the priorities of leadership development in modern Ukraine. It is substantiated that leadership is a new management paradigm, the essence of which fully corresponds to modern realities. Already in the European Union, the implementation of leadership-oriented programs is an integral part of the state personnel policy: the civil service system is aimed at developing the leadership potential of all its participants. Existing public tendencies actualize the need for leaders, while the lack of leadership capacity in managers prevents social progress. Despite the national differences in the genesis of the democratic culture of the countries of the world, to oppose different types of political relations and the typical types of leadership for them, it is not possible in modern conditions. The political system is formed in accordance with the totality of different-minded sentiments, habits, stereotypes of behavior, which are activated by the influence of objective and subjective factors and circumstances that cause political figures to come to the forefront of the concrete historical situation. The conceptual model of introduction of European and world experience of professional training of leaders for public administration in Ukraine is envisaged, which envisages the orientation of the state personnel policy on the development of the leadership potential of civil servants, the necessity of legislative implementation of the legal basis for ensuring the support and integration of the professional development of managers of the leaders to the system of public administration, introduction of a wide range of programs of professional training of state leaders, comprehension the fateful significance and decisive role of leaders in social progress.
