Measures to overcome the existing problems according to the results of the author's study of the international experiment of innovation regulation are proposed: introduction of special state networks for regulating innovation activities of a regional nature; сreation of technology parks and support for the development of research centers at university educational institutions, etc; support for small and medium-sized businesses in the field of innovation; creation of an extensive system of state institutions that conduct competitive programs and regulate grants. This will help at the state level to regulate the innovative development of the country and assist innovators in promoting their ideas in the Ukrainian market, which can lead to rapid innovative development of the country in the world.
