The dissertation is devoted to the issues of improving the economic and legal mechanism of development of air transport infrastructure objects in Ukraine. The airport is a complex legal institution, which is regulated by various branches of law, and therefore it is necessary to initiate the adoption of a special Law of Ukraine "On Airports", which will ensure the holistic regulation of this area. Cluster associations are recognized as a modern innovative form of economic activity. Analysis of the organizational and legal support of the clustering process, in particular the transport sector in Ukraine, shows contradictions in the implementation of a cluster approach to the implementation of state transport policy, which are, first of all, inconsistency of content and role of regional and local authorities. regulations, in the non-use of the advantages of the cluster approach over the existing sectoral in the public administration of the transport sector at the regional level. For the territorial and international business community, the airport should become a "business center". For the effective implementation of the airport as the core of the cluster mechanism, it is necessary to adopt the Law of Ukraine "On Economic Clusters", adopt the "Concept of creating clusters in Ukraine" and consolidate the airport as the core of economic transport and logistics cluster at the legal level. It is appropriate to enshrine at the legislative level the rights and responsibilities of the public and private sectors in regulation, pricing, subsidies, property rights and financing. The introduction of changes in the regulatory mechanism should be aimed at the functioning of market self-regulators, which are closely related to the functioning of the mechanism of state management of transit potential. The investment partnership between the state and business can become a mechanism that will attract investment resources to the transport sector of the economy, as well as increase the efficiency of projects in the field of air transport and air transport infrastructure. It is important to form a National Capital Investment Program in the field of air transportation. The author studied the attempt of public-private partnership by concluding a lease agreement of an integral property complex on the example of Kharkiv International Airport, taking into account the lack of clear legal regulation and the need to enshrine at the legislative level the peculiarities of public-private partnership. The practical significance of the obtained results of the dissertation research is that the main provisions of the dissertation will be proposed for adaptation in the activities of air transport enterprises of Ukraine, brought to the methodological level, which allows more reasonable development of air transport in Ukraine; they can also be used as a basis for making changes and additions to the legislation of Ukraine and in the process of developing new regulations.
