Essay

In the thesis a set of conceptual provisions and methods and technological support have been developed, the system combination of which ensures the implementation of management by quality models in local government in Ukraine based on the selection of the local government authority integrated management system’s components relevant to its level of quality excellence, resulting in progress towards the Sustainable Development Goals and increasing the capacity of relevant communities and territories to measure sustainability, resilient and smartness. According to the results of the study of the stages of formation and trends of management by quality models in the public sphere, the periodization of the development of «science of quality» in relation to the stages of quality models’ development, international quality standardization and UN Sustainable Development Goals was further developed. The first three phases include: 40-50 years of XX century – creating a foundation; 60's - early 70's of the twentieth century – creation and development of methods, techniques and technologies of high complexity to achieve quality; late 70's - 80's of the twentieth century – formation of modern theory of quality; recognition of the need for lean thinking and production, partnership (90s of the twentieth century); prioritization of agility in the context of globalization (2000-2010); innovative integration and digitalization (2011 - present). A process model of local government processes and results’ continual improvement in Ukraine has been developed, which combines a cycle of continual improvement of achieving strategic development goals’ results with a process (tactical) level of management, based on the PDCA cycle, and determines depending on the local government authority’s level of quality excellence the tools for determining and analysing performance indicators’ selection. The process model based on the ISO/FDIS 10014 and imply implementing four level of excellence: I – base: ISO 18091, ISO 31000 series; II – intermediate: ISO 9004 and others; III – professional (upper-intermediate) – CAF, Lean; IV – advanced: ISO series 37100, Agile. Received its further development the periodization of the CAF model phases’ formation with the definition of its structure key features and content in the phases of perfection IV (CAF 2013: use of the model is considered as an effective approach to public administration reforms and as a system of administrative capacity) and V (CAF 2020: special attention) dedicated to digitalization, agility, sustainability, diversity and innovation). Recommendations for local governments on self-assessment based on the CAF 2020 model have been developed. The priority of CAF application by local governments in Ukraine through the implementation of self-assessment mini-projects with the assistance of international technical assistance programs and projects, promotion of benchmarking and international experience exchange in this field as a basis for personnel motivation, improving the public services’ quality at the local level in the long run. Proposed a mechanism for adapting best international practices in the field of quality and organizational excellence in local government in Ukraine, as well as a knowledge model in the field of quality, which provides a gradual mastery of four components of knowledge «Ethics and values», «Quality models and self-assessment», «Methods and tools for improvement», «Integration of management systems» for five categories of personnel depending on the local government authority’s level of quality excellence.
